Jose Bouliouris: A place is sacred because people honor the place.
Vern Serratos: People assign it, because a special event occurred, it is the site of annual rites because of special geographical features, it's were the dead are buried, its where the divine interacts with the human, it can be an area that offered shelter or was somehow protective or a place known to be hazardous or threatening landscapes arrive at being sacred or taboo often for the same reasons.
Azalee Ahrendes: That depends on the history, legends and cultures surrounding it. Mt Sinai is sacred because that's where the Israelites received the 10 commandments. Slee! ping Lady (in alaska) is sacred because of the legends about it. I don't think there is one definition for why all sacred ground is sacred. I think it has to do with the culture that calls it sacred.
